ECOWAS Appoints Nigeria’s Habibu Bappah As Commissioner For Internal Services

The Economic Community of West African States [ECOWAS] Commission has appointed Dr. Habibu Yaya Bappah, a Nigerian, as its new Commissioner for Internal Services.

The appointment was announced following a meeting of the ECOWAS Council, which cited Dr. Bappah’s more than two decades of experience in regional governance, administration and policy coordination.

ECOWAS officials described him as a seasoned administrator who has spent over nine years in senior advisory and leadership roles within the Commission, contributing to institutional development and strategic management.

Until his appointment, Dr. Bappah served as Special Adviser to the President of the ECOWAS Commission on Economic and Financial Integration and Partnerships. He had also worked as Executive Assistant to Commissioners in charge of Finance, Political Affairs, and Peace and Security.

”Dr. Bappah played key roles in advancing regional integration efforts, strengthening economic and financial governance, and aligning institutional programmes with the ECOWAS Vision 2050 and the Community Strategic Framework” the Commission noted.

His responsibilities included supporting policy and administrative reforms to improve institutional effectiveness, regulatory compliance and inter-departmental coordination, as well as contributing to peace and security initiatives through preventive diplomacy, mediation and electoral assistance.

The Commission said he also demonstrated leadership in building partnerships with member states, development partners, diplomatic missions, civil society and the private sector in support of ECOWAS’ mandate.

Before joining the ECOWAS Commission, Dr. Bappah was an academic at Ahmadu Bello University, Zaria, where he lectured in international relations for 10 years. His teaching and research focused on regional integration and ECOWAS, and he served in several administrative roles, including two terms as a member of the university’s senate.

Dr. Bappah holds a doctorate in political science, with research focused on the institutional evolution of ECOWAS. He also earned a master’s degree in political science with emphasis on economic integration and the ECOWAS Trade Liberalisation Scheme, a master’s degree in leadership and security, and a bachelor’s degree in international studies.

Fluent in English and French, he is expected to bring extensive institutional knowledge and administrative expertise to the role.
